The scale of this grouping is formidable. Together, Quad economies account for approximately US $34.8 trillion in GDP, represent 44 percent of Indo-Pacific merchandise trade, contribute 16 percent of global exports (US $4.5 trillion) and 20 percent of global imports (US $5.5 trillion), and hold nearly 30 percent of global FDI stock, with 22 percent invested within the Indo-Pacific. Yet this economic weight sits atop fragile foundations, concentrated supply chains, chokepoint vulnerabilities, digital insecurity, and critical mineral dependence.
The Quad Infrastructure Fellowship has trained more than 2,200 professionals across the Indo-Pacific, with over 1,300 fellowships delivered, reinforcing institutional capacity in infrastructure design and governance. Quad partners have also committed over US $140 million to undersea cable investments in the Pacific, strengthening telecommunications resilience. The United States alone has conducted more than 1,300 capacity-building programmes for telecommunications officials from 25 Indo-Pacific countries.
The Indo-Pacific’s economic future will be shaped by data flows as much as container flows. Secure payments, interoperable regulatory frameworks, and trusted data ecosystems underpin contemporary trade.
